Better cut/trim function

Need a better (frame based) cut and trim with keyboard function. Like left and riht arrow down and up with one frame (not only second!). I have a recorded video from TV, and need trim and cut commercials, but I cannot cut these from recorded film. I haven't arrows for better positioning on seconds, and need frames too.
